  • Dozens of elected officials in east Arkansas will soon take their oath of office. Some of them are incumbents who have been serving for years, and some of them will be taking office for the first time.
  • All of them deserve our congratulations, and our pledge to work together on moving Arkansas forward. I sincerely hope that all of them make a positive impact on their communities.
  • However, the election result that will have the most dramatic impact on eastern Arkansas for the next several generations was the approval of Amendment Four.
  • Fifty-four percent of Arkansas voters were in favor of the amendment, which authorizes the dog track in West Memphis to build a casino, and expand its existing operations.
  • Southland officials have said their priority is to invest an additional $200 million to build a hotel and convention center at the current location.
  • Over the past 12 years Southland has invested about $100 million to make the track a more popular destination, with an event center and several restaurants.
  • With the approval of Issue Four, Arkansas voters have built a solid legal foundation for continued improvements at the track, and placed Southland in excellent position to compete with Tunica and gambling establishments in other states.
  • The number of employees at the track is expected to increase from about 750 to 1,000. More than ever, West Memphis and east Arkansas will become a destination for travelers.
  • We will offer even more music concerts and shows. We already have fine restaurants, and locations steeped in history and culture. We have outdoor activities such as fishing, hunting, boating and bird watching.
  • In approving Issue Four, the voters of Arkansas are telling the world what some of us already knew: in the Delta there is something fun for everyone.
