November 2, 2017- Senator Keith Ingram audio report of news from the 91st General Assembly.

  • A few weeks ago I reported on the growing number of violent
incidents that occur inside our state prisons. In some cases inmates have attacked and injured guards. Several inmates have been killed, or died under very suspicious circumstances.
  • This week the Board of Correction took two major actions. The first was to
approve spending $2.5 million from a trust account in order to pay overtime
    to security guards.
  • Staffing levels at state prisons are not where they need to be. Maintaining staff is a problem throughout the system. If you count all state prison units in September, there were 68 new hires but 115 terminations.
  • The Correction Board also approved spending $3.5 million to enhance security
around recreational areas in four units. Prison officials have determined that inmates were escaping from recreational pens to sneak into other areas of the prison, where they assaulted guards or other inmates.
  • The legislative committee that monitors prison operations has already
approved the spending of more money for overtime pay and hiring more guards.
It appears that we probably will have to do more when the fiscal session
    begins in February.
