  • If anyone needs further proof that Arkansas operates under very conservative budgeting principles, it came earlier this week in a report that last fiscal year state agencies reduced staffing by 48 employees.
  • The total number of state government employees is about 31,400. The largest agencies are the Human Services Department, the Transportation Department and the Correction Department.
  • While the state reduced the size of its various agencies, it continued to provide essential services. Some people may have missed the good news about state government getting smaller, because it was combined with news of growth in higher education. Arkansas has 22 state supported colleges and 10 universities, and they added a total of 345 employees.
  • While the legislature supports higher education with more than $700 million a year in appropriations, we have very little influence in their hiring and firing practices. That is because in 1942 Arkansas voters approved Amendment 33 to the state Constitution. It prevents the governor and the legislature from interfering with the operations of universities.
