July 13, 2017- Senator Keith Ingram audio report of news from the 91st General Assembly.

  • The state’s fiscal year ended on June 30th with somewhat of a thud – only a $15.7 million surplus.
  • According to our governor, in the past 10 years our surplus has averaged around $200 million. In fact, in preparation for the special session the governor called last year,
    he built his highway program on projections that we would take a fourth or 25% of the annual surplus and he projected that to be around $50 million a year.
  • Needless to say, we will fall far short of that this year, approximately 25% of $15 million will put it somewhere a little over $3 million. That amount was to be used to match federal highway funding.
  • Based on the fact that this year’s surplus turned out to be so far below what had been forecast, I’m certain the governor is as concerned as I am about our highway program and our overall budget in general. I expect next year’s fiscal session to take into account the minimal amount of surplus that we ended this year with.
