  • The most important responsibility of the legislature is to approve budgets for state government, and the top budget priority for state government is funding public schools.
  • The amount of data that goes into school funding is staggering. The Education Committee will rely on scores from standardized tests to get a clear picture of student achievement. Teacher salaries and operating expenses will be tallied up.
  • Schools have ongoing equipment needs that go well beyond text books and chemistry labs. These days they also need broadband Internet access for computer science classes. Not to mention the need to maintain the roof, the plumbing and the air conditioning units.
  • By November of this year the Education Committee will decide whether school funding levels need to be amended, and if so the entire legislature will consider changes during next year’s fiscal session. The Arkansas constitution mandates that state government shall provide an adequate education to every child in Arkansas. Fiscally speaking, that means 44 percent of state tax dollars are spent on education from K through 12.
  • Other topics may generate more controversy and more headlines, but school funding is the big budget issue that legislators face every year.
