October 27, 2016 – Senator Keith Ingram audio report of news from the 90th General Assembly.

In this week’s report:

    • The struggle to protect Little Rock’s War Memorial Stadium may be one of the most emotional controversies of next year’s legislative session
    • Some lawmakers want to cut the stadium’s funding from about $900,000 a year to approximately $400,000
    • The stadium is a living monument that was built in 1948 to pay tribute to Arkansas men and women who died in World War I and World War II. It honors veterans who made the ultimate sacrifice in service of our country
    • Governor Asa Hutchinson has proposed that the stadium should be placed under the Arkansas State Parks and Tourism Department, but even if this measure is approved, questions about the stadium’s long-term viability will remain
    • These questions loom large in light of more than $100 million in tax cuts that some lawmakers are proposing. If enacted, the cuts will make it even harder to provide operating funds for all of our state’s services
    • This decision adds to a troubling pattern of the executive branch making decisions without receiving input from the boards or agencies that would be affected
    • Before budget hearings are over, legislators will review more than $5 billion in state expenditures
    • Balancing a budget is not just adding and subtracting numbers; it is a process that affects the lives of millions of people. Every day that lawmakers vote on legislation, they must grapple with decisions that affect health care, education, safety, and traditions
