In this week’s report:
- In each of its regular sessions the legislature is allowed to refer to voters up to three proposed constitutional amendments. The deadline for submitting proposed amendments was this week, and 35 possible amendments were filed by lawmakers. The process of narrowing that list down to three is extremely competitive, because an amendment to the constitution becomes part of our state’s legal foundation.
- I’ve proposed an amendment to set up a system under which cities can adequately fund their retirement systems for police and firefighters. A portion of local property taxes could be used to shore up local retirement systems, but only if it is approved by local voters in an election. Currently, cities of the first class already have the authority to call a local election on funding police and firemen’s retirement. My amendment would simply extend that same authority to cities of the second class and incorporated towns.
- I’m a co-sponsor of a measure that would limit the number of days the legislature can be in session, and repeal fiscal sessions. The Arkansas legislature used to be part-time, and lawmakers held jobs and ran businesses in the interim between sessions. Unfortunately, in the past few years our legislature has become more of a full-time operation and professional politicians are gaining in influence.
- The measures we place on the ballot will be decided by voters in a the statewide general election of November, 2018
