December 29, 2016 – Senator Keith Ingram audio report of news from the 91st General Assembly.

In this week’s report:

  • The Arkansas legislature will hit the ground running when the 91st General Assembly convenes on January 9, the second Monday of the new year. We’ve been in budget hearings since October, so lawmakers are well aware of the financial needs of government agencies, state prisons, public schools and institutions of higher education.
  • In January we begin making the tough decisions. When the legislature adopts the state’s fiscal policy, there will be winners and losers.
  • Fiscal policy affects the judicial system and severity of prison sentences. We are trying to control growth in the prison population by reducing the recidivism rate. This means beefing up drug abuse treatment and preparing inmates for life in the free world with job training and counseling. Those programs cost money.
  • The legislature will consider several changes in the process of putting issues on the ballot, to prevent special interests from buying their way into the constitution. I’ll be right in the middle of those discussions.
