October 6, 2016 – Senator Keith Ingram audio report of news from the 90th General Assembly.

In this week’s report:

    • A special master appointed by the Arkansas Supreme Court has determined that the proposed casino amendment should not be on the November ballot due to the questionable activities of paid canvassers who gathered signatures
    • I have a strong personal interest in the ruling because I was the lead sponsor of legislation designed to close loopholes and prevent fraud in the signature-gathering process. The practices uncovered by the special master would have been legal before the law I sponsored was passed
    • Canvassers failed to complete background checks conducted by the Arkansas State Police
    • Canvassers continued to collect signatures on petitions after they had been notarized
    • Canvassers submitted petitions that featured multiple signatures by a single person, leading to more than 1,100 signatures being declared invalid
    • Canvassers collected signatures before they had registered with the Arkansas Secretary of State’s Office
    • Canvassers submitted petitions with incorrect home addresses and signatures from people could not be found on voter registration rolls
    • The special master concluded that sponsors of the casino amendment should not have received an additional 30 days to collect signatures because the original petitions failed to gather enough valid signatures
    • This is a great example of our legislative process working successfully. Thanks to the clean-up legislation I sponsored, a group of canvassers from out of state who were being paid by special interests were not able to buy their way onto our constitution
