October 20, 2016 – Senator Keith Ingram audio report of news from the 90th General Assembly.

In this week’s report:

    • The Arkansas Supreme Court struck the proposed casino amendment because of legal problems with its ballot title. The ruling came after ballots had been printed, so the amendment will be visible to voters, but no votes will be counted
    • The court also struck a proposed amendment that would have set limits on punitive damages awarded in medical malpractice suits
    • Three proposed constitutional amendments referred by the Legislature will appear on ballots
    • Issue 1 would lengthen the terms of elected county officials, such as sheriffs, assessors, clerks, and judges. Their terms would be extended from two to four years
    • Issue 2 would allow the governor to retain his powers when he or she leaves the state
    • Issue 3 would allow cities and counties to use the bonding capacity of Amendment 62 for economic development projects
    • Issue 3 would also remove the 5% cap on super project general obligation bonds issued under Amendment 82, such as those the state issued to recruit the Big River Steel mill located in Osceola. If approved by voters, this amendment would authorize the Legislature to issue economic development bonds for super projects
