In this week’s report:

    • Budget hearings began this week to evaluate spending requests for state programs
    • Legislators consider how many Arkansas residents are impacted by the programs and precisely what their effects are, balancing the needs of agencies and constituents to create a budget that benefits the state as a whole
    • Approximately half of state revenue is spent on public education. Legislators determine what must be done to provide an adequate education for K-12 students in the state regardless of cost before appropriating funds to achieve that purpose
    • Some politicians are advocating for cutting taxes. The state lowered taxes by $100 million in 2015, and for the first time since 2009, we have missed budget forecasts for three consecutive months. Revenues are $36 million behind budget
    • The work completed by legislators during the budget hearings will not be finalized until the closing days of the regular session next March. The process will involve the allocation of $5 billion in state revenue funds
